(KTTS News) — James Phelps waived his preliminary hearing Thursday in Dallas County and was bound over for arraignment in circuit court.
Phelps and Timothy Norton are charged with first-degree murder, kidnapping and abandonment of a corpse in the death of Cassidy Rainwater.
KY3 says the sheriff says DNA tests show Rainwater’s flesh was found in a freezer.
