A man is under arrest after hitting a man in West Springfield Saturday afternoon.
The victim suffered serious, but not life-threatening injuries. He has not been identified by police.
They say the victim was walking down the street on Lombard and Kansas Avenue when he got involved in an argument with another man about his dog.
The argument escalated and the man with the dog got into a car and hit the victim before fleeing the scene. He later turned himself in.
