The Consumer Council of Missouri is requesting an emergency order to be put in place to keep utilities running through the winter.
The Public Service Commission will be hearing comments on the proposal Monday.
The focus of the bill would be to keep people out of warming centers if they can’t pay gas or electric bills.
Studies conducted by Duke University show case rates dropped by 3% when people did not have to go to shelters.
