State charges could still be filed against three workers after a Ride the Ducks boat sank near Branson in 2018, killing 17 people.
A federal judge dismissed the original charges against the boat captain, manager and general manager.
The federal judge ruled the government did not have jurisdiction in the case because Table Rock Lake is not considered a navigable waterway.
