The National Transportation Safety Board is blaming the Coast Guard and Ripley Entertainment for the Ride the Ducks tragedy near Branson that killed 17 people in 2018.
In its report, the NTSB says Ripley Entertainment allowed Stretch Duck 7 to go into Table Rock Lake even though there was a severe thunderstorm warning.
The captain of the boat is facing 17 charges.
The board also blamed the Coast Guard for not following the recommendations it made after another duck boat sank in Arkansas in 1999, killing 13 people.
The Coast Guard says it will recommend that canopies and side curtains be removed from duck boats.
