A new survey of 30 cities across the nation shows Springfield with some of the lowest utility rates in the nation. Ranked by Memphis Light, Gas and Water, the average CU bill for electric, natural gas, water and sewer runs $297 a month. Only the city of Omaha is less at $284 a month.
