(Missourinet) -  The state's second injury fund is hitting rock bottom and fast.

Last year,  the state had more than 28-million dollars in awards that went unpaid.

Senators are working on a measure that would increase the tax businesses pay into the fund from three to six percent,  while eliminating some injuries from qualifying to collect on the fund.

Labor and trial lawyers are against the measure.

The Missouri Chamber of Commerce and other business groups support it.
