Defense attorneys for the man charged with threatening to go on a shooting rampage in Bolivar have asked for a mental evaluation.

Court records show Blaec Lammers from Bolivar was off his medication when he planned to shoot up a Wal-Mart or the premiere of the new Twilight movie.

Cynthia Keele is the executive director of NAMI Missouri, which focuses on mental health issues.

She says most people living with mental illness are victims -- not criminals.

Keele says NAMI is somewhat familiar with Lammers and his family.

She says if lawmakers keep cutting funding for the treatment of mental illness, there won't be a safety net to keep things like this from happening.
