(MoNET) - Missouri's current top election official says the greatest danger of voter fraud happens during registration, not at polling places.

Secretary of State Robin Carnahan says problems happen when third parties sign up unregistered voters.

She also says its frustrating when lawmakers talk about actions that might keep people from voting instead of taking steps to stop fraud when people register.

Jason Kander is the in-coming secretary of state, having won his race this week and he opposes photo ID cards for voting.

Almost two-thirds of Missouri's registered voters cast ballots Tuesday -- about 2.7 million of them.
