JEFFERSON CITY,  Mo.   (AP)  -  A Missouri  judge will hold a hearing today about whether a proposed new payday loan restriction and other short term lending should appear on the November ballot.  State elections officials say the measure's proponents did not collect enough valid signatures from registered voters.  The initiative would cap annual interest rates on certain short-term loans at 36 percent.
