(Missourinet) -   Is the ballot language that would prevent state lawmakers from creating a state health exchange without voter approval biased?

It depends upon whom is doing the asking.

The secretary of state's office says it's fair,  others like GOP officeholders led by Lt. Governor Peter Kinder disagree.

A judge in Jefferson City has heard both sides and reportedly will issue a ruling on Tuesday.
