(AP) - Republican gubernatorial candidate Dave Spence is calling for a moratorium on Missouri's tax credits.

Spence said Friday that no additional tax credits should be issued until they are "fully vetted for effectiveness by independent review."

The proposal is part of Spence's "Back to Work" plan - his first formal policy proposal in his campaign for the Republican nomination to challenge Democratic Gov. Jay Nixon.

Spence pledged to hire a private-sector leader to run the Department of Economic Development.

He also backed several issues being considered by the Republican-led Legislature.

Those include changes to workers' compensation and employment laws to create an environment where businesses are more likely to add jobs.

Nixon also has been touting job-creation proposals leading up to next Tuesday's State of the State address.
